Paul’s Policy Prospectus- April 7, 2026

The legislative recess has officially concluded, and lawmakers have returned to Sacramento as the Capitol enters one of the busiest stretches of the year: committee hearing season. With policy committees back in full swing, April is shaping up to be a critical month for the fate of hundreds of bills moving through the Legislature.

April 24 marks the deadline for bills with a fiscal impact to be heard in their respective policy committees. By that date, legislators will determine the fate of 920 bills (255 in the Senate and 665 in the Assembly)before they either advance or stall for the year. This compressed timeline underscores the intensity of the weeks ahead and the importance of continued advocacy and engagement.

CCAH is pleased to share that both of our sponsored bills are moving forward in this process. AB 2089 (Ward) and AB 2748 (Quirk-Silva) are scheduled to be heard in the Assembly Housing and Community Development Committee on April 15 and April 22, respectively. These hearings represent an important opportunity to highlight the need for strong housing policy and to advance solutions that reflect CCAH’s mission and values.

Beyond our sponsored legislation, CCAH has remained actively engaged alongside partner organizations, signing on to coalition letters and weighing in on a wide range of priority bills. As the volume of legislation increases, so does the importance of coordinated advocacy to ensure housing perspectives are well represented throughout the process.

Election Updates: Gubernatorial Race Takes Shape

Turning to election news, President Donald Trump has weighed in on California’s gubernatorial race, officially endorsing Republican candidate and former Fox News host Steve Hilton via Truth Social. With Democratic voters currently divided, Hilton and Riverside County Sheriff Chad Bianco have emerged near the top of public polling, raising the possibility that the state’s majority party could be left without a candidate advancing to the top-two general election.

Trump’s endorsement may bolster Hilton’s standing among Republican voters and potentially shift the dynamics of the race. However, the overall impact remains uncertain in a state where Trump continues to be highly polarizing. A February Public Policy Institute of California poll found that 30% of likely voters approve of Trump’s job performance, while support among California Republicans remains strong at 76% approval.

As the June 2 primary election approaches, CCAH’s Political Action Committee has begun endorsing candidates who have consistently demonstrated a commitment to housing advocacy and policy leadership. Our 2026 Voter Guide is now available, with additional endorsements to be added as decisions are finalized.
