Paul’s Policy Prospectus – October 5, 2026

After some time away in the beautiful city of Rio de Janeiro, I am excited to be back and fully engaged as we enter the final stretch of election season. With fewer than 30 days until the midterm elections, the stakes could not be higher for affordable housing advocates across California.

Ballots are now arriving in mailboxes, and voters are encouraged to make their voices heard by returning them as early as possible before the November 3 deadline. Every vote matters. The outcomes of these elections will help shape housing policy, funding priorities, and the future of affordable housing communities throughout our state.

Over the past several months, the CCAH PAC Steering Committee has dedicated countless hours to meeting with candidates, reviewing records, and evaluating each candidate’s commitment to addressing California’s housing challenges. Through this rigorous endorsement process, we have identified leaders who understand the importance of affordable housing and have demonstrated a strong commitment to advancing policies that support the communities we serve.

To help inform and engage our members, PAC endorsement mailers were recently distributed to more than 450 CCAH members, partners, and friends. If you received a copy, thank you for taking the time to review our recommendations. If you did not receive one, a digital version is available here.

We encourage you to share these endorsements with your colleagues, industry partners, and professional networks. Together, we can amplify the voices of candidates who recognize the urgent need for affordable housing and are prepared to champion meaningful solutions that will make a lasting impact across California.

Join Us at the Fall Conference PAC Event

The conversation does not end on Election Day. CCAH’s Fall Conference follows shortly after the November elections, providing an opportunity to reflect on the results, discuss emerging policy priorities, and strengthen our collective advocacy efforts.

As part of this year’s conference in San Diego, the CCAH PAC will host a special event on November 11. This gathering will give attendees an opportunity to learn more about the PAC’s mission and accomplishments, engage directly with local and statewide policymakers, and connect with fellow housing advocates dedicated to advancing affordable housing solutions throughout California.

The continued success of the CCAH PAC depends on the engagement and support of our members. Whether you participate in advocacy efforts, support PAC initiatives, or build relationships with elected officials, every contribution strengthens our collective voice and enhances our ability to influence policies that affect affordable housing providers and the residents they serve.

Listening Session for Legislative Ideas

While the California legislative session has officially concluded, our focus is already turning toward 2027.

This year, Governor Newsom signed more than 1,040 bills and vetoed 120 of the 1,160 measures sent to his desk. As policymakers begin looking ahead to next year’s priorities, CCAH is doing the same, and we need your input.

Each year, I ask our members to share the challenges and barriers they encounter while developing and preserving affordable housing. Whether it involves electrification requirements from municipal or investor-owned utilities, costly CalGreen mandates, reporting requirements related to expiring regulatory agreements, or other regulatory hurdles, we want to hear directly from you.

Your day-to-day experience helps shape CCAH’s legislative agenda. If you have identified a policy change, regulatory reform, or legislative solution that could make the production or preservation of affordable housing easier, this is the forum to share your ideas and help us develop our 2027 legislative package.
