California Awards Over $414 Million to Accelerate Affordable Housing Development

In another major step toward addressing California’s housing crisis, the Department of Housing and Community Development (HCD) announced today the award of more than $414 million through its newly streamlined Multifamily Finance Super NOFA program. This funding will support the development or rehabilitation of 2,099 homes across 16 counties, with an overwhelming majority- 2,068 homes, reserved for low- to extremely low-income Californians.

This announcement marks a significant milestone in the state’s efforts to simplify and accelerate the financing process for affordable housing. The Multifamily Finance Super NOFA (Notice of Funding Availability) was designed to consolidate multiple funding sources into a single, more efficient application process, reducing administrative burdens and speeding up project timelines.

Breaking Down the Impact

Of the 2,099 homes funded:

  • 794 units are reserved for extremely low-income households (earning up to 30% of Area Median Income, or AMI).
  • 866 units are for households earning 31–50% of AMI.
  • 408 units are for those earning 51–80% of AMI.

These homes will serve seniors, farmworkers, veterans, large families, and individuals with special needs, typically populations often most vulnerable to housing instability.

Funding Sources and Program Highlights

The awards span several key housing programs:

  • $244.1 million from the Multifamily Housing Program (MHP) will support 10 projects with 769 assisted units.
  • $128.9 million from the Farmworker Housing Grant Program will fund 10 projects with 345 assisted units, helping to stabilize housing for California’s essential agricultural workforce.
  • $28.5 million from the Infill Infrastructure Grant Program will support 553 units, including:
    • 370 units for seniors
    • 316 units for large families
    • 338 units of permanent supportive housing or housing for residents with special needs
  • $12.7 million from the Veterans Housing and Homelessness Prevention Program will create 87 homes specifically for veterans.
