
The California Council for Affordable Housing is proud to officially endorse Fiona Ma, CPA, for California Lieutenant Governor.
Currently the California State Treasurer, we have seen her commitment to allocating resources to affordable housing during her tenure and we, therefore, strongly support her robust qualifications and pro-housing leadership as she moves to transition into a new role.
As the first woman CPA elected to statewide office, Ma brings unmatched experience in public finance and economic equity—perfect qualifications for Lieutenant Governor.

During the 2025-2026 fiscal year, the state allocated approximately $6.5 billion in affordable housing tax credits and bond authority, generating thousands of new affordable housing starts across California. Under her leadership, the California Tax Credit Allocation Committee (CTCAC) and the California Debt Limit Allocation Committee (CDLAC) approved financing for a record 254 affordable housing projects, totaling 28,850 homes, of which 28,485 units will serve low-income families.
CCAH was honored to welcome Ma as a special guest speaker at the Fall Conference in San Diego, where she highlighted how strategic tax credit and bond deployments are advancing housing affordability across the state. We were also pleased to hear her comments regarding the importance of recognizing both the a-political nature of the way tax credits are awarded through CTCAC and CDLAC and the nimble nature with which those departments operate.
