California has significant resources dedicated to affordable housing – but accessing and combining those resources can be complicated. With projects increasingly dependent on multiple funding and financing programs, coordination among HCD, CalHFA, CDLAC and federal partners such as HUD has never been more important.
This panel brings agency leaders together for a candid conversation about what is working, what can work better, and where greater alignment could help get more housing built. Panelists will discuss program priorities, funding and financing opportunities, timelines and processes, and efforts to reduce complexity and improve predictability. Just as importantly, the conversation will explore what agencies need from developer – and what developers need from government – to create a more coordinated and effective affordable housing delivery system.

Year 15 exits have long been a focus of the affordable housing industry and a growing secondary market has emerged for the acquisition of GP interests during the tax credit compliance period. Sponsors seeking liquidity, succession planning solutions, or strategic capital partners are increasingly exploring GP interest sales earlier than ever. Private equity firms, preservation-focused organizations, and experienced affordable housing operators are actively pursuing these opportunities as a path to future cash flow, development pipelines, and long-term asset control. This panel will examine the evolving market for compliance-period GP interest transactions and panelists will discuss who is buying these interests. We will explore what motivates acquisitions, and how buyers evaluate key risks, including compliance obligations, guaranties, investor consent requirements, lender approvals, deferred developer fees, reserves, and sponsor replacement provisions. Panelists will also share lessons learned from recent transactions and discuss how deals are being structured in today’s market.
The discussion will explore valuation methodologies and pricing considerations, including future cash flow, asset management revenues, deferred fees, residual value, Year 15 economics, preservation opportunities, re-syndication potential, and exit taxes. Attendees will gain practical insights into transaction structures, negotiation strategies, and valuation frameworks that can help sponsors maximize value while preserving long-term project stability and affordability.
