Unfortunately, we have disappointing news to share: CCAH’s sponsored legislation, AB 2748, has been held in the Senate Appropriation Committee’s suspense file and will not advance this year.

Despite a tremendous effort by CCAH staff and our co-sponsors at the California Housing Consortium, the opposition campaign against the bill ultimately proved too strong. A coalition of environmental justice advocates successfully mobilized a broad range of stakeholders, including the pipefitters union and electric vehicle charger manufacturers and installers. Their coordinated advocacy led the committee to hold the bill before it could move forward.

We are deeply disappointed by this outcome. Throughout the legislative process, we worked in good faith to address concerns raised by opponents and made significant concessions in an effort to reach common ground. Repeatedly, we were told that these changes would result in neutrality from key stakeholder groups.

While this marks the end of AB 2748 for this legislative session, it is not the end of our work. CCAH remains committed to identifying practical ways to reduce unnecessary development costs and eliminate regulations that make affordable housing more expensive to build. Our goal continues to be increasing the production of affordable homes while maintaining quality, safety, and sustainability standards.
