Call for Legislative Bill Ideas

Every year, hundreds of bills are introduced in the California State Legislature— with ideas for new bills coming from every industry and sector of the state. As we look ahead to the 2026 legislative session, we need your input to ensure that affordable housing remains a top priority in Sacramento.

CCAH is now collecting ideas and proposals for new legislation that will directly benefit our members and help increase the supply of affordable housing across the state. We are interested in hearing about the frustrating roadblocks you encounter while trying to develop affordable housing.  We’d like to turn those challenges into change.

We’re especially interested in issues like:

  • Delays in utility hook-ups that stall project conversion after construction is complete
  • Rising insurance premiums that threaten project feasibility
  • State or local policies that create unnecessary red tape or financial burdens
  • Any other barriers that slow down or increase the cost of building affordable housing

Please send us your ideas—big or small—by Wednesday, August 6. After the deadline, we’ll review and organize all submissions, identify the trends, then follow up to refine the most pressing issues. Our goal is to enter the 2026 session with a strong set of actionable bill ideas that we can match with potential legislative authors and that reflect the real needs of our members.
