CCAH Sponsored Bill Alert: AB 2748 (Quirk-Silva)

CCAH is proud to sponsor AB 2748, authored by Assemblymember Quirk-Silva and co-sponsored with the California Housing Consortium. The 2025 edition of the Building Standards Code introduced numerous new green regulations intended to reduce carbon emissions and support the state’s climate goals. Among the most challenging of these is the new mandate requiring electric vehicle (EV) charger readiness for all multifamily buildings.

Under the updated code, every assigned parking space must be EV‑charger ready, and 50% of all unassigned spaces must also meet this requirement. Currently, EV‑ready infrastructure costs approximately $2,000 per unit, with proposed code changes expected to increase that to $2,500–$3,000 per unit. Fully installed Level 2 chargers can cost $5,000–$15,000 per parking space, when including potential major utility service upgrades. For a typical 100‑unit apartment community, these requirements can amount to hundreds of thousands of dollars in additional costs.

AB 2748 would exempt 100% affordable housing developments from these EV‑readiness requirements until 2037, allowing such projects to instead follow the EV‑related provisions in the 2022 Building Standards Code. Without this exemption, affordable housing projects, already operating within razor‑thin financial margins, would face substantial and unnecessary cost burdens. This bill provides a decade of relief during which EV adoption, industry standards, and utility programs are expected to evolve significantly. In today’s environment, EV charging in multifamily housing remains both costly and administratively complex for developers.
