In January, CTCAC issued several memos so we thought we’d summarize them here for you.
The 2026 Threshold Basis Limits have been published to the CTCAC website and can be found here.
The 2026 4% and 9% Tax Credit Applications have been updated and are now available on the CTCAC website.
2026 Attachment 40 – 4% Tax Credit Application with Tax-Exempt Bond Financing Updated January 21, 2026 – Correction on CDLAC Acquisition/Rehabilitation Priorities scoring. Please use the updated e-application if you have not begun completing your application.

For Acquisition/Rehabilitation applications ONLY, staff will make the formula correction on e-applications dated January 15th which have already been started. Please send to CDLAC@treasurer.ca.gov. Please do not send New Construction or Adaptive Reuse applications for correction, as the change is not relevant and staff do not have capacity to make unnecessary fixes.
2026 9% E-Application Applicants are responsible for completing 2026 versions. Prior-year versions will not be accepted.

| As a reminder, Housing Supplier Annual Reports are due to CTCAC on February 15, 2026. Reports should be sent to AB2873@treasurer.ca.gov. Housing Supplier Reporting was established through Assembly Bill 2873, which amended Section 50199.15, and added Section 50199.23 to the Health and Safety Code, intending to increase supplier and contractor participation in the development of low-income housing tax credit (LIHTC) projects by women, minority, disabled veteran, and LGBT business enterprises. Housing Sponsors who received a LIHTC allocation in 2024 and meet the requirements will need to submit their reports by the February 15, 2026, deadline.
