
The Housing Development and Finance Committee (HDFC) has released its first round draft regulations and opened an initial public feedback period designed to gather input on major policy issues before the formal rulemaking process begins. Given the potential impact these regulations could have on project financing, program administration, and the way affordable housing resources are delivered in California, CCAH strongly encourages members to review the draft regulations and participate in the feedback process.
The first public feedback period is open now and has been extended through September 18, 2026 due to strong feedback from stakeholders across the housing community that the initial 10-day turnaround was not sufficient. This initial phase is intended to provide an opportunity for early review and discussion before the formal public comment process begins later this fall. HDFC will also host a public webinar on September 8, 2026, from 1:00 p.m. to 2:00 p.m and we encourage you to register and attend. The webinar will provide an overview of the draft regulations and offer participants an opportunity to ask questions and better understand the proposed framework.
Following this initial review period, HDFC will initiate a formal 21-day public comment period from October 26 through November 17, 2026. While there will undoubtedly be a range of opinions on the specific regulatory language, this process represents an important opportunity to shape how the new financing structure is implemented and whether it ultimately delivers on its promise of greater efficiency and transparency.
HDFC is encouraging stakeholders to submit comments through its online Public Comment Form, which allows feedback to be tied directly to specific regulatory sections and proposed language. Written comments may also be submitted by mail, and questions and emailed letters can be directed to HDFC through its dedicated regulations inbox, HDFCRegComments@hdfc.ca.gov.
