Major Legislative Progress for CCAH-Sponsored Bills

We’re excited to share important legislative momentum: both of CCAH’s sponsored bills have officially passed off the Assembly floor and are now headed to the Senate for consideration.

While there is still work ahead, each bill must move through the full Senate process before reaching the Governor’s desk later this year, this marks a significant milestone in the legislative journey. Advancing past the Assembly is a critical step, and we’re proud of the progress made so far.

AB 2089 (Ward)

Co-sponsored with the California Housing Partnership and Enterprise Community Partners, AB 2089 addresses a long-standing administrative challenge for affordable housing providers.

The bill would require the earlier release of property tax welfare exemption renewal documentation—moving the deadline to November 15 each year. This change effectively doubles the amount of time property management teams have to complete and submit their renewal forms, improving compliance and reducing unnecessary administrative strain.

AB 2748 (Quirk-Silva)

Co-sponsored with the California Housing Consortium, AB 2748 provides critical flexibility for developers building 100% affordable housing.

Under this legislation, developers would be allowed to continue using the 2024 intervening CALGreen Code standards related to EV charger readiness for up to five years, rather than immediately transitioning to the newer 2025 standards. This adjustment helps maintain project feasibility and cost predictability during a period of evolving building requirements.
