Governor Newsom’s deadline to act on bills passed by the legislature was last Monday. Of the 917 bills sent to his desk, 794 were signed into law and 123 were vetoed. This officially concludes the bill cycle for the 2025 legislative year. Members of the legislature will return on January 5 to begin the process anew.
Of the 35 bills CCAH actively supported, 21 were signed into law. Nine others, including the proposed $10 billion housing bond, will return next year for another chance at passage. We’re already working with our coalition partners to ensure that the bond measure makes it onto the November 2026 ballot.
Thanks to CCAH’s advocacy efforts, we successfully passed our sponsored bill, SB 686, which, in tandem with AB 130, grants the Department of Housing and Community Development (HCD) the authority to allow developers to prepay loans before their term ends.
While the legislative year may be over, the work continues! CCAH staff are finalizing recommendations for our 2026 legislative priorities, which will be presented to the Board of Directors during our fall conference. Once the legislature reconvenes in January, we’ll hit the ground running, introducing and sponsoring a new set of bills to advance our mission of addressing California’s housing affordability crisis.
We also hope to have all of our conference attendees join us on Friday, November 7th, starting at 9am for our Policy Roundtable. Every conference we conclude with a Policy Roundtable that serves as an open forum opportunity for all members for CCAH to hear about our on-going policy efforts and share any policy problems being faced that CCAH is not aware of.
