The deadline for bills to be heard in policy committees in their house of origin has officially passed. The next step in the legislative process is review by the Appropriations Committees, where bills with a fiscal impact of more than $50,000 to the state’s General Fund are evaluated before advancing to the Senate or Assembly floor for a vote of the full body.
Both bills sponsored by CCAH successfully advanced out of their respective policy committees, with mixed outcomes.
AB 2089 (Ward), which addresses the Property Tax Welfare Exemption, was double‑referred and initially moved smoothly through the Assembly Housing and Community Development Committee on April 15. Recinda Shafer of Riverside Charitable served as our witness. Registered opposition from county Assessors and Tax Collectors emerged at the Assembly Revenue and Taxation Committee hearing and likely influenced the outcome. At this point, the path forward for AB 2089 this year remains unclear, but we plan to engage directly with the opposition to explore whether some of the original policy benefits can be restored. AB 2748 (Quirk‑Silva), focused on EV Charger Readiness, has advanced more positively. The bill passed out of its Assembly policy committee without amendment and now moves to Assembly Appropriations. While the proposal continues to face significant environmental opposition, we remain actively engaged and believe there is a workable path forward. The Assembly Housing and Community Development committee has asked that we continue working toward agreed‑upon amendments, which was anticipated given the scope of the introduced bill. Any proposed amendments will be brought back to this group for discussion as they develop.

Navigating the state’s complex policy landscape can be challenging, and this session offers a valuable opportunity to ask questions, share concerns, and highlight issues directly with our advocacy team.
