The California Tax Credit Allocation Committee (CTCAC) has released its latest package of proposed regulatory changes and is now accepting public comments from stakeholders throughout the affordable housing industry. The proposed regulations are scheduled for consideration and potential adoption at CTCAC’s December 9, 2026 meeting. For affordable housing developers, investors, syndicators, lenders, public agencies, and other stakeholders, this comment period represents an important opportunity to help shape the rules governing California’s Low-Income Housing Tax Credit program.
CTCAC staff will conduct a public hearing to explain the proposed changes, answer questions, and solicit stakeholder feedback on the draft regulations. The committee is accepting written comments through 5:00 p.m. on Monday, November 2, 2026. Comments may be submitted electronically through CTCAC’s Microsoft Forms portal or delivered by mail or hand delivery to the agency’s Sacramento office. CTCAC has specifically requested that comments be clear, concise, and directly tied to the proposed regulatory changes, and encourages stakeholders to explicitly indicate whether they agree or disagree with specific proposals so that positions can be accurately captured in the rulemaking record.
CCAH strongly encourages members to carefully review the proposed regulations and to submit comments where appropriate. Whether you support particular changes, have concerns about unintended consequences, or see opportunities for improvement, stakeholder feedback plays an important role in helping CTCAC understand how proposed policies may affect affordable housing production and preservation efforts throughout the state.
As we continue to face significant housing challenges and work to maximize the impact of scarce public resources, active participation in the regulatory process remains essential. The tax credit program is one of the most important tools available for financing affordable housing in California, and industry engagement helps ensure that regulations support the shared goal of creating and preserving affordable homes for Californians.
CCAH will continue to monitor the proposed changes and keep members informed throughout the rulemaking process. We encourage all interested stakeholders to review the draft regulations and make their voices heard before the November 2 deadline.
