Member Spotlight: John Bigley, Blieu Companies

Tell us a little about your organization and the role you play in the affordable housing industry.


Blieu Companies was originally founded as Urban Housing Communities in 2003 before our rebranding. We are a family-owned mission-driven affordable housing developer seeking to redefine the standards of affordable housing. We create homes for and with local neighborhoods to deliver safe, sustainable, and livable communities rich with opportunities.  
We develop in California and Hawaii.

What challenges have shaped your approach to affordable housing?

Our approach to delivering a higher level of affordable housing is driven by all stakeholders’ interest which includes lenders, investors, municipalities, the state, and the tenants that will reside in one of our communities. We meet all their interests by delivering a higher end product that starts with a well thought out site plan, unit plan and amenities package. By using higher end finishes and energy efficient components we improve the long term financial stability of the development and provide a nicer environment for the residents. 

How many affordable housing units has your organization developed, preserved, or is currently developing in California?

Approximately 1,700 units in California.

Can you highlight a recent or upcoming project you’re excited about? What makes it special?

We are excited about our upcoming grand opening for Crossings at Palm Desert. This is a 176 unit LIHTC family community consisting of one-, two- and three-bedroom units, a community center, pool, laundry rooms, BBQ areas, dog park, jungle gym area and dog park. This development includes 86 section 8 vouchers which means we are serving very low-income tenants. What makes this special is that we have engaged the local YMCA to provided onsite services focused on meeting the needs of the residents that include after school programs.   

What does being a part of the CCAH community mean to you or your organization?

Being part of CCAH is important to stay current and proposed program changes that may impact the efficient distribution of subsidies and to continue to meet the needs of low income tenants it was designed to support.  CCAH is beginning to get more involved in other areas that affect costs such has building code revisions and higher energy standards that reduce the number of units that can be produced. It is important we lean in in these areas as well.

What is your favorite dessert? 
Pretty much anything chocolate but probably chocolate mousse.
