Paul’s Policy Prospectus- April 21, 2026

The Capitol is buzzing as legislators work quickly to meet the April 24 deadline for bills to advance out of their policy committees in the first house. After this cutoff, bills with fiscal implications will move to fiscal committees before all remaining legislation advances to the second house.

CCAH is pleased to report strong progress on our sponsored legislation. AB 2089 successfully passed out of the Assembly Committee on Housing and Community Development on April 15. During the hearing, Recinda Shafer of Riverside Charitable Corporation provided compelling witness testimony highlighting the merits of the bill. AB 2089 was heard in the Assembly Committee on Revenue and Taxation on Monday, April 20, where its fiscal impact was evaluated and passed, next it goes to Assembly Appropriations Committee.

Our second sponsored bill, AB 2748, is scheduled to be heard in the Assembly Committee on Housing and Community Development on Wednesday, April 22. Laurie Doyle of Affordable Housing Development Corporation will provide witness testimony in support of the bill.

In additional exciting news, CCAH has officially launched our interactive membership map, which highlights the locations of CCAH member properties across California. This powerful visual tool showcases the broad reach and meaningful impact our organization has on affordable housing development throughout the state.

Finally, if you are curious about how our advocacy efforts are shaping up this legislative year, we encourage you to register for our Policy Update on April 29 from 11:00 a.m. to 12:00 p.m. This session provides an opportunity to hear directly from our advocacy team, ask questions, and stay informed about how CCAH continues to champion affordable housing at the Capitol.
