Paul’s Policy Prospectus – July 13, 2026

The California Legislature has been on Summer Recess since July 3, which means most legislative activity has slowed until lawmakers return on August 3. After the whirlwind pace of the past several months, the team at CCAH is taking a brief moment to catch our breath, assess where things stand, and prepare for the final stretch of the 2026 legislative session.

I’m pleased to report that all three of CCAH’s sponsored bills, AB 2089, AB 2748, and SB 677, have successfully passed their respective policy committees. Each bill is now awaiting consideration in the fiscal committees when the Legislature reconvenes in August. Advancing sponsored legislation this far is no small feat, and we are grateful for the support of our members, partners, and legislative champions who have helped move these important measures forward.

While much of the attention remains focused on this year’s legislative agenda, the summer months also mark the beginning of our planning process for 2027 legislative priorities. The most effective advocacy starts with understanding the real world challenges facing affordable housing developers, owners, managers, and service providers across California.

That is why I want to hear directly from our members.

What challenges are you encountering in your day to day work that make it harder to build, preserve, or operate affordable housing? Are there state policies creating unnecessary barriers? Are there administrative hurdles, financing challenges, or regulatory requirements that could be improved? Just as importantly, do you have ideas for solutions that could help address these issues?

CCAH’s legislative agenda is strongest when it is informed by the experiences and expertise of the people working on the ground every day. Your insights help us identify emerging issues, develop policy proposals, and ensure that lawmakers understand how their decisions affect the affordable housing industry.

If there is a major problem, roadblock, or impediment standing in the way of delivering more affordable housing in California, I encourage you to reach out. Better yet, if you have a potential solution, I would love to hear that as well.
