CCAH’s Fall Conference: Driving Policy Forward for 2026
On Friday, November 7th, CCAH successfully concluded its Fall Conference with a dynamic Policy Roundtable, inviting all members to join an open and collaborative discussion on shaping our legislative priorities for the upcoming 2026 session. This interactive forum has become a cornerstone of our conference, and after three successful iterations, we are thrilled to share that this year’s roundtable welcomed 23 engaged participants, a testament to the growing commitment of our membership to influence housing policy in California.
As CCAH’s Policy Manager, the past several months have been dedicated to listening to our members, meeting with legislative staff, and refining a set of priorities that can evolve into actionable bill concepts for CCAH to sponsor in 2026. The 2025 legislative session brought sweeping changes, including permit streamlining, environmental review reforms, and upzoning in transit-oriented areas, all moves meant to address California’s housing challenges.
Looking ahead to 2026, we anticipate significant conversations around investor-owned utilities and the Governor’s ambitious plan to reorganize the Business, Consumer Services and Housing Agency into two new entities. For CCAH, our primary focus will be advancing major reforms to the property tax welfare exemption, aimed at improving efficiency, reducing administrative burdens, and eliminating unnecessary red tape.
Additionally, the rollout of the 2025 building standards introduces new complexities for housing development. While the full impact remains uncertain, CCAH is committed to engaging stakeholders, analyzing implications, and crafting practical solutions to ensure these standards support, not hinder, our shared goal of building more homes.
As we prepare for the 2026 legislative session, CCAH will remain vigilant, championing policies that accelerate housing production while actively opposing measures that make building in California more difficult. Together, we will continue to shape a legislative landscape that fosters opportunity, innovation, and progress for our communities.
